We have seen this in the past and it is usually a cache issue.
Try excluding the login page from your cache, or disabling cache on the site/server to test if it works without it.
If we need to check the settings please share WP Admin credentials and login URL in a private reply.

If you are linking to that page from somewhere you should link to the https version with the complete link. When I load that it loads secure for me.
We can’t fix SSL issues for you, really. If you have already installed something like Really Simple SSL, that’s about as far as we can help. You should contact your host if visitors aren’t being redirected to the https version of pages.

Which email are you referring to? The WordPress user registration email?
Please ask your host how to clear the server side cache.
