HELP: How do I allow users to register?

We have moved to a support ticketing system and our forums are now closed.

    Currently, when a user wants to register they see this message:
    “Heads Up!
    User registration is currently not allowed.”

    I am obviously missing a setting somewhere but I don’t know where. Can anyone help?

    Thanks for the response!

    I have that membership box checked and I still receive the error message.
    I also manually created a test account (not an administrator) to log in and check out the user experience, when I try to login I receive this message: ERROR: Invalid username and password.

    Any ideas?

    Once I deactivated my firewall it worked. So I guess I need to find another solution to keep spammers from creating accounts. Any tips for me before I start looking through previous posts?
